Regulations

I. Competition Methods

-The U11 competition will adopt an eight-a-side format, following the rules of the International Football Association Board (IFAB).

-The competition will be conducted in two stages: a group stage with round-robin matches and a knockout stage.

-Game Duration: U11 matches will last 50 minutes (two halves of 25 minutes each, with a maximum 10-minute halftime break).

-Ball Size: Size 4 balls will be used for the competition.

-Teams must prepare two sets of differently colored jerseys (goalkeeper jerseys must be different from the team's jerseys), wear football cleats (non-metal spikes), and wear shin guards for the competition.

-Players' ID cards must be presented before each match for verification.

-All matches will strictly adhere to the schedule and designated times arranged by the organizing committee. Teams arriving late for more than 15 minutes will be considered to have forfeited the match.

-Before each match, the coaches must submit the list of starting players and substitute players to the referee 30 minutes before the scheduled start time.

-Each team can register 8 substitute players, and only 3 substitutions are allowed during the match (excluding halftime).

 

II. Scoring Methods

-In the round-robin stage, a win within the regulation time will earn 3 points for the winning team and 0 points for the losing team. If the match ends in a draw within the regulation time, a penalty shootout will be conducted to determine the winner, who will earn 2 points, and the loser will earn 1 point.

-Teams with more points will rank higher in the group stage.

-If two or more teams have an equal number of points, the ranking will be determined in the following order:

 a) The team with more points in matches against other teams with equal points will rank higher.

 b) The team with more goal difference in matches against other teams with equal points will rank higher.

 c) The team with more goals scored in matches against other teams with equal points will rank higher.

 d) The team with more goal difference in all matches played in the same group will rank higher.

 e) The team with more goals scored in all matches played in the same group will rank higher.

 f) If the above criteria still result in a tie, a drawing of lots will determine the ranking.

-In the knockout stage, matches ending in a draw will be decided by a penalty shootout.

-Total goals and goal differences will only be calculated based on goals scored during regular playtime. Goals scored during penalty shootouts will not be included.

 

III. Placings and Awards

-The top three teams will receive trophies and medals issued by the organizing committee.

-One Best Player, one Best Goal Scorer, one Best Goalkeeper, two Outstanding Coaches, and two Outstanding Referees will be recognized.

 

IV. Appeal Procedure

-Teams may only appeal regarding player eligibility issues. Appeals must be submitted in writing, signed by the team leader, and submitted to the Appeals Committee of the organizing committee. The organizing committee will not accept appeals regarding referee decisions.

-A non-refundable appeal fee of 70€ must be paid along with the submission of the appeal.  The fee will be refunded only if the appeal is accepted.
